Commission for Standards in Public Life Launches Year-Long Good Governance Campaign

The Commission for Standards in Public Life (CSPL), in partnership with Her Excellency Governor Jane Owen and Honourable Premier André Ebanks, today announced the launch of the Good Governance Campaign 2026, a year-long public education and engagement initiative designed to promote ethical leadership, accountability and integrity throughout the Cayman Islands. Under the theme “Good Governance Begins with Us,” the campaign recognises that good governance is a shared responsibility. It seeks to encourage a national conversation about the standards expected of persons in public life while providing opportunities for residents to learn more about the Commission's work and contribute to proposed improvements to the Standards in Public Life Act. A central feature of the campaign will be a public consultation on proposed amendments to the Standards in Public Life Act, ensuring that the Commission's recommendations are informed by broad community input. Throughout the year, the campaign will include media interviews, community discussions, stakeholder engagement sessions and other public education initiatives designed to encourage meaningful dialogue about governance, accountability and integrity in public life. The campaign will conclude with a media briefing at which the Commission will present the outcomes of the consultation and its proposed recommendations for legislative reform. Established under the Cayman Islands Constitution Order, 2009, the Commission for Standards in Public Life is an independent constitutional body responsible for promoting and maintaining the highest standards of integrity, accountability and ethical conduct in public life. Through the Standards in Public Life Act, the Commission oversees codes of conduct for persons in public life, administers the Register of Interests, promotes transparency, supports the proper management of conflicts of interest, and has powers to investigate alleged breaches of the Act. Throughout the campaign, the Commission will explore a range of topics, including ethical leadership, accountability, the Register of Interests, the Parliamentary Code of Conduct, appointments to public boards, and proposed amendments to the Standards in Public Life Act. Commission Chairman Woody Foster said the campaign is intended to encourage a national conversation about the values that underpin public life. “Good governance is not an ultimate ideal state we hope to achieve – it is a standard each of us must choose to uphold, every day, in every decision. The Good Governance Campaign is an invitation to every person in the Cayman Islands to be part of that commitment. We are proud to launch this initiative alongside the Governor and the Premier, and we look forward to an open and constructive national conversation about the standards we all deserve.” Her Excellency Governor Jane Owen welcomed the initiative as an important opportunity to strengthen public confidence in the Islands' institutions. “The Cayman Islands has built its success on the trust of its people and the confidence of the world. That trust is sustained through the highest standards of integrity, transparency and accountability in public life. As Governor, I have a clear responsibility under the Constitution to uphold and promote good governance across our institutions, and I am pleased to support the Commission for Standards in Public Life in this important campaign. I encourage all residents to engage with it and to play their part in strengthening the standards we expect of public life.” Honourable Premier André Ebanks said the campaign reflects the Government's commitment to strengthening governance through openness, accountability and public participation. “The NCFC's Coalition Agreement, a first for the Cayman Islands, set out the values and governing principles we hold ourselves to, our Strategic Policy Statement outlined our initiatives to strengthen good governance, and we have pledged our support for a binding Parliamentary Code of Conduct. That is the foundation this Government stands on, and it is why I am proud to join the Commission for Standards in Public Life as it takes that conversation to communities across our Islands. I welcome the Commission's work to strengthen the Standards in Public Life Act, and I encourage every Caymanian to take part in shaping it.” The Commission encourages all residents to participate throughout the year by engaging in campaign activities, taking part in the public consultation process and helping to strengthen the culture of integrity and accountability across the Cayman Islands.
