The Ministry of Caymanian Employment & Immigration (MCEI) held a series of stakeholder consultation meetings in September and October 2026 to gather feedback on proposed pensions and labour reforms and review the implementation of recent immigration changes.
The meetings provided an opportunity for stakeholders to share their experiences, raise concerns and offer recommendations to help inform the Ministry's ongoing policy and legislative work.
As in-depth presentations on the proposed amendments to pension legislation had already taken place earlier this summer, discussions on pension reform focused on two additional areas for stakeholder feedback:
The discussion regarding labour reform included fourteen proposed changes, which were grouped under the following four themes:
Lastly, the presentations ended with a request for practical feedback on how the recent immigration reforms introduced on 1 May 2026 are operating.
Stakeholders generally supported efforts to strengthen employee protections and improve compliance, while highlighting concerns around administrative requirements, costs to smaller businesses and the need for clearer guidance. Feedback also included concerns about the 21-day advertising requirement, pension eligibility periods and employment-related processes.
Minister for Caymanian Employment & Immigration, Hon. Michael Myles, MP, welcomed the feedback. "These discussions allow us to hear directly from those affected by our policies and understand what is working and where improvements may be needed. Our goal is to ensure that reforms protect workers, support Caymanian employment opportunities and remain practical for businesses. Stakeholder feedback is an important part of getting that balance right," Minister Myles said.
The Ministry will review the feedback received to help refine proposed pensions and labour amendments and assess whether further adjustments to immigration policies and processes are needed.
The Ministry remains committed to ongoing stakeholder engagement as it works towards a fairer, more efficient and transparent system for employees and employers.
