A Cayman Islands Government delegation will attend the Commonwealth Heads of Government Meeting (CHOGM) 2026 in Antigua and Barbuda from 1–4 November, including the Commonwealth Business Forum (CBF) from 2–4 November. Under the theme Accelerating Partnerships and Investment for a Prosperous Commonwealth, the delegation will advance discussions on investment, economic resilience and sustainable development affecting the Cayman Islands and wider Caribbean.
The delegation includes the Hon. Johany “Jay” Ebanks, MP, JP, Minister for Planning, Lands, Agriculture, Housing & Infrastructure; Mr. Samuel Rose, Cert. Hon., JP, Cabinet Secretary; and Mr. Eric Bush, Cert. Hon. JP, Chief Officer of the Ministry and Director, Caribbean Region, for the Commonwealth Enterprise and Investment Council (CWEIC).
CHOGM convenes Commonwealth leaders to address shared economic, environmental and development challenges. CBF brings government representatives together with investors, financial institutions and business leaders to explore trade and commercial opportunities.
The Cayman Islands serves as CWEIC’s Caribbean Regional Hub, with the Government partnership led by the Ministry of Planning, Lands, Agriculture, Housing & Infrastructure (PLAHI). The Hub connects Caribbean governments and businesses with CWEIC’s international network to support engagement on investment, expertise and regional development priorities.
The Hon. André Ebanks MP, Premier and Minister for Financial Services, supports the delegation’s mission and emphasised the value of deepening relationships with Commonwealth members.
“The Cayman Islands brings recognised financial services expertise, strong institutions and international experience, while the Commonwealth’s network gives us access to markets and capital. While duties at home keep me from travelling this week, I am confident the Cayman Islands delegation led by the Honourable Jay Ebanks will develop opportunities for partnership and practical ways of working together to benefit our people and the wider region.”
During CHOGM and CBF, the delegation will engage with Commonwealth representatives and private-sector leaders on matters including trade, investment, infrastructure and economic resilience.
Minister Johany ‘Jay’ Ebanks highlighted the need to translate international engagement into practical development opportunities.
“Resilient infrastructure and reliable energy are essential to long-term economic stability across the Caribbean. Through the CWEIC Caribbean Hub, our Ministry is connecting regional priorities with investors, technical expertise and credible partners. Our focus is on identifying viable opportunities and pursuing the relationships needed to turn them into projects that benefit our communities.”
As CWEIC Director, Caribbean Region, Chief Officer Bush will coordinate Hub’s engagement with government, institutional and private-sector stakeholders. Discussions and introductions made during the Forum will inform targeted follow-up on potential partnerships and investment opportunities, extending the value of Cayman’s participation beyond CHOGM.
CBF 2026 is organised by CWEIC, the Government of Antigua and Barbuda and the Commonwealth Secretariat.
