The Domestic Election and Referendum Observer Mission submitted their final report, covering the 2025 General Election and Referendum to Governor Jane Owen on Monday, ahead of the required 13 June deadline. The full report can be found here.
The seven-member domestic election and referendum observer mission consisted of head of mission Deborah Ebanks, along with Nelva Ebanks, Briony Gallegos, Abraham Mathew, Brittany MacVicar, Marc Thomas and Valerie Ritch. Jessica Anderson and Colleen Stoetzel served as alternate observers.
Head of Mission Deborah Ebanks praised the local observers who comprised of generational Caymanians and long-term residents for their conduct of duties with professionalism and pride noting, “I could not have been surrounded by a more dedicated and talented group who carried out their role with a great sense of pride.”
Observer Brittany MacVicar shared her experience while highlighting the transparency and integrity of the electoral process. “It was a true honour to contribute to this effort and to witness first-hand the integrity and complexity of the electoral process. Being behind the scenes offered direct insights into how democratic systems function and the care that goes into making them fair, transparent, and trustworthy,” she stated. Observer Briony Gallegos emphasised the importance of participation, “Serving as a Domestic Observer has been a truly meaningful and eye-opening experience. I am deeply thankful to my fellow observers for their camaraderie and shared commitment throughout this journey.”
The 2025 Domestic Election and Referendum Observer Mission expressed hope that their recommendations will enhance future electoral processes and offered continued support to the National Coalition for Caymanians Government.
The team expressed appreciation to Governor Owen, Deputy Governor Hon. Franz Manderson, the Elections Office and the Cayman Islands Monetary Authority for their support. They also thanked
Mission Liaison Christen Suckoo, Professor Laura Panades, who provided training and members of the public for supporting their efforts.
