Minister for District Administration and Home Affairs, the Hon. Nickolas DaCosta, JP, MP, welcomed the groundbreaking for Phoenix House on 18 September 2026 as an important step towards providing a purpose-built residential campus for Caymanian women in addiction recovery.
Minister DaCosta was accompanied by representatives of the Ministry of District Administration and Home Affairs, His Majesty’s Cayman Islands Prison Service and the Department of Community Rehabilitation. Her Excellency the Governor, Mrs. Jane Owen, also attended the ceremony along with other senior members of the civil service.
Developed by the Bridge Foundation Cayman, the planned campus forms part of its Continuum of Care model. The project aims to help women sustain recovery, reconnect with their families and return safely to community life. Addressing the ceremony, Minister DaCosta highlighted the importance of stable accommodation and coordinated services in helping women establish a foundation for lasting recovery.
“A safe place to live and sustained support can give women the stability they need to rebuild their lives. Phoenix House represents an investment in their future and the wellbeing of their families,” Minister DaCosta said. “I commend the Bridge Foundation and everyone whose commitment has brought this project to the construction stage.”
The Minister recognised the pioneering contributions of the Foundation’s directors, staff, volunteers and donors. In closing, he emphasised that effective rehabilitation contributes to safer, prosperous communities and that services should respond to each woman’s circumstances with dignity and respect.
