On Friday, 12 December 2025, Parliament passed the Immigration (Transition) (Amendment & Validation) Bill, which has now been published as the Immigration (Transition) (Amendment and Validation) Act, 2025. The legislation is being described as one of the most significant overhauls of immigration policy in recent years, reaffirming Government’s commitment to placing Caymanians at the centre of the Islands’ immigration system.

The Act introduces strengthened legal and administrative safeguards intended to provide greater clarity and transparency in immigration decision‑making. It creates a more modern and resilient framework designed to better protect the rights and opportunities of Caymanians, while still recognising the Islands’ economic and social realities.
The final law reflects extensive debate in Parliament, including the adoption of key amendments during the Committee stage. Those changes were aimed at refining the framework, addressing concerns raised during the legislative process and reinforcing the Government’s stated policy objectives.
A formal commencement date has not yet been set by Cabinet, but the law is expected to come into force in the first quarter of 2026. The public will be notified well in advance so that employers, employees and other stakeholders have adequate time to understand and prepare for the new requirements.
