Parliament Concludes Productive 2025-2026 Session with Key Legislative and National Milestones

The Parliament of the Cayman Islands has formally concluded the 2025–2026 Session, marking the end of a productive legislative year comprising five Meetings and multiple Sittings dedicated to advancing national priorities, strengthening governance, and serving the people of the Cayman Islands.
Throughout the Session, Members of Parliament (MPs) engaged in robust debate and legislative review, addressing a wide range of issues impacting the country, including immigration reform, public finances, healthcare, financial services, and national development.
During the First, Second, and Third Meetings, Parliament laid a strong foundation for the legislative year. A significant number of Annual Reports were tabled, reinforcing transparency and accountability across Government entities, while Ministerial Statements provided updates on key national matters, including the economic outlook, preparedness efforts, and policy direction.
The Third Meeting featured the consideration of various legislations, including the Immigration (Transition) (Amendment and Validation) Bill, 2025. During the meeting, MPs also undertook extensive debate on the Appropriation (Financial Years 2026-2027) Bill, 2025, which was passed, establishing a framework for public expenditure and outlining national priorities for the upcoming financial years.
Beyond the Chamber, Parliament also strengthened its role in civic engagement, reflection, and representation across the Commonwealth. Parliament hosted the 26th National Parliamentary Prayer Breakfast under the theme “Faith, respect and love in serving the common good,” bringing together Members of Parliament, faith leaders, members of the Judiciary, and the wider community in a spirit of unity and reflection. The event provided an opportunity for national leaders and citizens to reaffirm their shared commitment to service, integrity, and nation-building through prayer and fellowship. During the event, the Honourable Speaker, D. Ezzard Miller, announced that the Parliamentary Prayer Breakfast will again become an annual event on Parliament’s calendar, further reinforcing Parliament’s commitment to fostering unity, reflection, and community engagement.
A key highlight during the 2025-2026 Session was the successful hosting of the Post-Election Seminar, which brought together regional and international parliamentary experts and newly elected Members to explore best practices in parliamentary procedure and effective governance. The Seminar underscored Parliament’s commitment to continuous learning and institutional strengthening.
Additionally, Parliament marked a historic milestone with the official launch of the Commonwealth Women Parliamentarians (CWP) – Cayman Islands Branch, aimed at promoting gender equality and supporting the increased participation and leadership of women in parliamentary democracy. This initiative forms part of a wider Commonwealth effort to strengthen inclusive governance and empower women in leadership roles.
Further demonstrating its commitment to youth engagement, Parliament hosted the 19th Youth Parliament Debate on Commonwealth Day, 9th March 2026. Following months of preparation, Youth Parliamentarians (YPs) debated pressing national issues, including “A Comprehensive Framework for Mental Health Support and Youth Rehabilitation in the Cayman Islands” and “Establishment of a National Job Criteria Joint Committee.”
The debate showcased thoughtful, well-researched contributions from the YPs, highlighting real concerns affecting young people in the Cayman Islands and reinforcing the importance of youth voices in shaping national dialogue. The annual programme continues to play a vital role in developing future leaders while deepening understanding of parliamentary democracy.
The Fourth Meeting was highly active, with a significant amount of parliamentary business:

As part of ongoing efforts to strengthen transparency and community awareness, the Honourable Speaker of Parliament, Hon. D. Ezzard Miller, participated in a radio interview on Monday, 27th April 2026, providing a comprehensive overview of the parliamentary year. This marked the first time such a year-end reflection has been shared in this format, offering the public greater insight into the work of Parliament, key achievements, and the legislative process.
The Fifth and final Meeting of the 2025-2026 Parliamentary Session brought the legislative year to a close with sustained debate and a high volume of parliamentary business. MPs considered 7 Bills, including a Private Member’s Bill, 3 Government Motions, 6 Private Members’ Motions, and 25 Parliamentary Questions, alongside Reports, Papers, and Petitions tabled from various Ministries and Portfolios.
Additionally, the Honourable Speaker used several sittings to recognise and honour individuals who have made meaningful contributions to the development and progress of the Cayman Islands. These acknowledgements highlighted a diverse cross-section of Caymanians whose service, leadership, and dedication have helped shape the Islands’ continued growth and national development, reflecting Parliament’s commitment to recognising the people behind the country’s success.

The 2025-2026 Parliamentary Session was formally prorogued in accordance with the Cayman Islands Constitution Order, bringing the legislative year to an official close. In reflecting on the prorogation of the 2025-2026 Session, the Honourable Speaker remarked “This Parliamentary year has been defined by meaningful debate, careful consideration of legislation, and a shared commitment to serving the people of the Cayman Islands. As we move into a new Session, we remain focused on strengthening our democratic processes and continuing the important work of this Honourable House.”
