The Government Advancing Affordable Housing in Cayman Brac

The Sister Islands Affordable Housing Development Corporation (SIAHDC) is advancing construction of new affordable homes at ‘The Highlands’, in the Spot Bay Bluff area of Cayman Brac.
This development reflects the Government’s commitment to increasing access to safe, affordable, and resilient housing for Caymanian families in the Sister Islands. The first phase includes four three-bedroom homes currently under construction, with additional phases planned subject to contractor availability and approved funding.
Following a competitive procurement process, contracts were awarded to Cayman Brac-based contractors, Vander Built Contractors and Perfect Contractors, with works commencing in late 2025.
Alongside the development, SIAHDC is implementing policy reforms to strengthen the fairness, transparency, and long-term sustainability of the affordable housing programme.
To support these changes, SIAHDC has temporarily paused the acceptance of new applications while existing applications are reviewed under updated policies. This pause will assist in addressing application backlogs and supporting the transition to a more structured process for prioritising applicants with the most urgent housing needs.
The updated approach includes replacing the previous first-come, first-served model with a needs-based assessment system that considers urgency, vulnerability, and overall housing need. This is intended to ensure that limited housing resources are allocated fairly and effectively to those who need them most.
The current goal is to construct a minimum of four homes annually, with additional homes added as financial realities allow each year. This measured approach supports the delivery of homes that remain affordable, hurricane-resilient, and built to a high standard, while maintaining the long-term viability of the programme.
Construction at ‘The Highlands’ is expected to be completed in the third quarter of 2026. The homes will feature modern, energy-efficient, and hurricane-resilient designs suited to island living.
SIAHDC Chairperson Yvette Dilbert, said the development and policy updates reflect the Corporation’s responsibility to both build homes and strengthen the system behind them.
“The Highlands represents more than the construction of new homes; it reflects our commitment to creating a fairer and more sustainable pathway to homeownership for Caymanian families in the Sister Islands. As we continue this work, our focus remains on ensuring that affordable housing is delivered responsibly, transparently, and in a way that supports families not just today, but for generations to come.”
These initiatives mark a new chapter for SIAHDC, focused on fairness, accountability, and long-term impact. Through new housing development and strengthened policies, SIAHDC is working to create a more sustainable housing programme that supports Caymanian families in the Sister Islands for generations to come.
The public will be advised once the Board is in a position to accept new applications.
