First Public Survey Launched to Strengthen HSA’s Performance

Further to the announcement by the Hon. Katherine Ebanks-Wilks, Minister for Health, Environment and Sustainability, during a press briefing on 30 January 2026, the Ministry of Health, Environment and Sustainability (MHES) is inviting patients and caregivers to participate in a community survey to help inform an independent diagnostic assessment of the Health Services Authority (HSA).

As part of its commitment to strengthening Cayman’s healthcare system, the Ministry has commissioned KPMG to undertake the 10-week assessment. This forward-looking initiative will evaluate governance frameworks, organisational processes and operational effectiveness, while identifying opportunities to enhance performance and strengthen strategic alignment between the Ministry and the HSA. The diagnostic assessment will deliver evidence-based insights, highlight gaps and inform practical recommendations for improvement.

Launching on Monday, 2 March 2026, this historic initiative marks the first time the Government has formally invited direct public feedback on HSA’s performance.  Members of the public who have utlised HSA’s services at any time are encouraged to take part. Caregivers and parents may complete the survey on behalf of patients where appropriate. Feedback gathered will provide deeper insight of the HSA. This will inform patient future planning, service improvements, and decision making to ensure healthcare services continue to meet the evolving needs of the Cayman Islands community.

The survey takes approximately 15 minutes to complete. All responses will remain strictly confidential. Individual responses will not be attributed to any participant, and findings will be synthesised and analysed in aggregate form to inform evidence-based recommendations for improvement.

“The Ministry has been working diligently behind the scenes on this important initiative. The launch of this survey provides a meaningful opportunity for community engagement,” Minister Ebanks-Wilks explains. “Every Caymanian and resident who uses and relies on the HSA now has an opportunity to share their experiences and help guide meaningful improvements across our health services. To achieve lasting change in Cayman’s healthcare system, we need to hear from those who have had both positive and negative experiences.”

In addition, HSA staff and external stakeholders, including vendors and suppliers, healthcare partners, external agencies and other government entities, will be invited to participate in a separate survey circulated internally and directly to those groups.

The survey will run from Monday, 2 March through 16 March, 2026.

“This diagnostic survey is a critical step in understanding how our health services are experienced by those who use them,” said Chief Officer Tamara Ebanks. “By listening directly to the community, we can better identify what is working well and where improvements are needed to build a more responsive, effective and patient-centred healthcare system.”

The survey will be available online at gov.ky/mhes. To support broad community participation, printed copies will be available at the Anthony S. Eden Hospital and district health clinics. Participants may also access the survey by scanning QR codes displayed on screens at HSA facilities and the Government Administration Building, as well as via the Government, Ministry and HSA websites and official social media platforms.
