The Segregated Insurance Fund (SIF), set up under the Health Insurance Commission Act, 2016 and managed by the Health Insurance Commission (HIC), has been transformed with a new online reporting system, launched today on 3 August. This shift marks a significant step toward modernising of the way the SIF’s contributions are recorded and managed.
The SIF plays a vital role in Cayman's healthcare system by helping to ensure that people who are indigent, uninsurable, or partially uninsurable continue to have access to essential healthcare services. It provides an important financial safety net for some of the community's most vulnerable members.
How the SIF works
For each health insurance contract, a monthly contribution is collected through the insurance premium. The contribution is $10 per month for an insured person with no dependants and $20 per month for an insured person with dependants. Approved insurers collect these contributions as part of the monthly premium and pay them to the HIC on the 21st of each month, representing the contributions collected for the previous month.
The current process relies heavily on insurers emailing spreadsheets and manually submitting data, which makes data harder to reconcile, and limits how quickly changes or patterns in contributions can be identified.
A move from manual to secure digital reporting
The manual process is now replaced with a secure online reporting portal that allows insurers to upload their monthly contribution reports directly to the system. Once the reports are submitted, insurers will receive immediate validation and confirmation, verifying that their obligations have been fulfilled. The Minister for Health, Environment and Sustainability, Hon. Katherine Ebanks-Wilks, said: “Transitioning to a modernised electronic system gives us real-time insight into contributions made to the Segregated Insurance Fund. Accelerating our access to accurate data empowers the Government to act decisively and shape better, more proactive healthcare policies for the Cayman Islands.”
The Chief Officer for the Ministry of Health, Environment and Sustainability, Ms Tamara Ebanks, added: “This transition reflects the standards we expect of a mature, digitally enabled health sector. By replacing outdated reporting processes with a structured, secure digital system, we are strengthening governance and reducing the administrative burden on insurers and the Commission alike.”
“The collection of monies from the approved insurers for the Segregated Insurance Fund is a key statutory function for the Health Insurance Commission,” explained the Superintendent of Health Insurance, Mervyn Conolly. “The online portal for the SIF will assist the HIC to be more efficient and effective in the collection of the funds which will assist the government with paying the cost of medical care for persons who require the assistance.”
Public transparency and data availability

This ensures that the public and policymakers can access high-level data that supports transparency around coverage levels in Cayman.
