A meeting of the Cabinet was convened on Thursday 12th March, 2026 in the Cabinet Conference Room, Government Administration Building.
The Hon G Wayne Panton, Parliamentary Secretary acted for the Hon Minister for District Administration and Home Affairs. All other Ministers and Members of Cabinet were present.
At this meeting Cabinet:
a) Confirmed the approval by circulation on 5th March 2026, as follows:
(i) noted the Private Member's Motion concerning decriminalisation of speeding in wake zones;
(ii) confirmed the matter will be addressed under the Port Authority Act (2025 Revision) and supporting Regulations to Strengthen Maritime Governance and Safety; and
(iii) authorised the Hon Premier to report this in Parliament during the 4th meeting 25/26 pursuant to Standing Order 48(2).
b) Confirmed the approval by circulation on 6th March 2026, as follows:
(i) for the transfer of funds from Financial Year 2027 to Financial Year 2026 to enable the Ministry of District Administration and Home Affairs to complete critical capital projects in Financial Year 2026, pursuant to Section 3(3) of the Appropriation (Financial Years 2026 and 2027) Act, 2025 and section 9(5) of the Public Management and Finance Act (2026 Revision); and
(ii) for the Ministry of Finance and Economic Development to prepare a 2026 Supplementary Appropriation Bill for submission to Parliament;
c) Approved in accordance with section 2 of the Public Health Act (2021 Revision), the Public Health (Amendment of Schedule) Notice, 2026;
d) Approved in accordance with section 10 of the National Conservation Act, 2013, the Hemmington Forest Management Plan;
e) Reviewed and noted the Annual Report of the Utility Regulation and Competition Office for the year ended 31 December 2024, in accordance with section 52(7) of the Public Management and Finance Act (2026 Revision);
f) Approved the 2026 Statistical Publication and Dissemination Calendar;
g) Approved the proposed new public road in Frank Sound and publication of the sections 3, 5 and 6 Declarations for Prescribed Composite Map 349;
h) Approved the proposed road improvements in West Bay and publication of the sections 3 and 6 Declarations;
i) Approved the proposed new public road in West Bay and publication of the sections 3 and 6 Declarations;
j) Approved the transfer of a private road in North Side to the Crown;
k) Approved pursuant to section 53(1)(b) of the Immigration (Transition) Act (2022 Revision) an exemption from gainful occupation requirements;
l) Denied an exemption from gainful occupation requirements, pursuant to section 53(1)(b) of the Immigration (Transition) Act (2022 Revision);
m) Approved pursuant to section 53(1)(b) of the Immigration (Transition) Act (2022 Revision) an exemption from gainful occupation requirements;
n) Approved pursuant to section 3 and 4 of the Notaries Public Act (2023 Revision) the appointment of the following persons as Notaries Public: Patricia Bryan, Alfred Dixon, Jewel Ebanks, Jonathan Gibson, Arleth Gould, Jheanelle Jones, Carla Lopez, Erin Powell, Ann-Marie Teehan and Martha Quintero-Cruz;
o) Approved the issuance of drafting instructions to the Legislative Drafting Department to amend the Bank and Trust Companies Act (2025 Revision), Securities Investment Business Act (2020 Revision), Mutual Funds Act (2025 Revision) and Companies Management Act (2025 Revision) to introduce an exemption allowing minority shareholders to dispose of their shares;
p) Approved the Auditors Oversight (Amendment, Validation and Repeal) Bill, 2026 for onward submission to Parliament for consideration;
q) Approved the issuance of drafting instructions to the Legislative Drafting Department to amend regulation 27 of the Traffic Regulations (2026 Revision);
r) Approved pursuant to Section 9(5) of the Public Management and Finance Act, (2026 Revision) and section 3(3) of the Appropriation (Financial Years 2026 and 2027) Act, 2025, to bring forward funding from 2027 to 2026 to fund exceptional circumstance transactions;
s) Approved pursuant to section 53(1)(b) of the Immigration (Transition) Act (2022 Revision) an exemption from gainful occupation requirements;
t) Approved the reallocation of funds in accordance with sections 11(5) and 11(6) of the Public Management & Finance Act (2026 Revision);
u) Noted the Personal Protection Substances Working Group Terms of Reference;
v) Noted the Cayman Islands' Human Development Index Report 2024;
w) Noted the Cayman Islands' Quality Of Life Survey Report for Fall 2025;
x) Noted the Cayman Islands' Consumer Price Index Report for the period of October to December 2025;
y) Noted the Workforce Opportunities And Residency Cayman (WORC) Compliance Report - Administrative Fines and Levies for the Fourth Quarter of 2025;
z) Noted the Reconstitution and Membership of The Mass Migration Committee.
