Government Strengthens Oversight of Public Bus Services Ahead of Legislative Reform

The Ministry of Planning, Lands, Agriculture, Housing & Infrastructure is aware of recent public concern regarding the reliability of public bus services and the conduct of some operators.
The Government takes these matters seriously. Public transport is an essential service, and commuters are entitled to expect consistent routes, reliable service, and professional conduct.
The Public Transport Unit (PTU), under the direction of the Public Transport Board, is actively monitoring operations across the system. Operators are reminded of their obligations under the Traffic (Public Passenger Vehicles) Regulations, including adherence to approved routes, maintenance of scheduled service, and appropriate conduct while providing public transport services.
Where breaches are identified, the Public Transport Board will take appropriate enforcement action.
The Government is advancing the Public Transport (Amendment & Validation) Bill, 2026, which will be brought before Parliament on 29 April. This legislation is a critical step in enabling updated Public Transport Regulations, which are currently in development.
These Regulations will introduce significant enhancements to oversight and enforcement, including an administrative penalties framework that will allow the Public Transport Unit to issue tickets for defined offences. Together with broader regulatory improvements, this will strengthen accountability and improve the safety, reliability, and overall quality of public bus services.
The Ministry will continue to engage with stakeholders and the public as these reforms progress, with the objective of delivering a public transport system that is reliable, safe, and fit for purpose.
