The Honourable Nickolas DaCosta, Minister for District Administration and Home Affairs, will travel to Nassau, The Bahamas, to attend the 28th Caribbean Postal Union Conference and the 21st Council of Ministers for Postal Affairs, taking place from 25–29 May 2026. Accompanying Minister DaCosta will be Deputy Postmaster General Melissa Martinez-Ebanks.
The 2026 Conference will be held under the theme “Leading for Resilience - Transforming Caribbean Post for a Connected Future.” The event will bring together Ministers responsible for postal affairs, Postmasters General, and senior postal administrators from across the Caribbean to discuss the development and modernisation of postal services and to strengthen regional cooperation among member countries.
As part of the conference programme, Minister DaCosta is scheduled to participate as a panellist in a discussion on “Postal Services as Critical National Infrastructure”, focusing on trade facilitation, inclusion, connectivity, government policy, and investment. The panel will examine the evolving role of postal services in supporting national resilience, cross-border commerce, public access, and regional development.
“Postal services remain an essential part of national connectivity and resilience,” Minister DaCosta said. “For small island states, the post is more than a delivery network. It supports engagement and inclusion across our communities, enables small businesses to connect with international markets, and forms part of the wider border control and trade facilitation infrastructure that helps keep our Islands secure.”
Minister DaCosta is expected to highlight the Cayman Islands’ experience in postal modernisation, including legislative reforms, innovative solutions for small and micro businesses, affordable and predictable shipping options, and electronic customs data, with a call for deliberate regional cooperation in addressing logistics and cross-border information-exchange challenges affecting Caribbean postal networks.
The Minister’s participation reflects the Cayman Islands Government’s commitment to strengthening regional partnerships, supporting resilient public infrastructure, and advancing the continued modernisation of the Cayman Islands Postal Service as a trusted, accessible, and strategically important public service across all three Islands.
